This pull request updates the incompleteChkListShowErrMsg.js business rule to enhance incident workflow validation. The new functionality prevents changing the incident state to "In Progress" if any related checklist items remain incomplete. This ensures data integrity and enforces task completion before status progression, improving user experience and process adherence.
