[DOCS-12595] updating SNMP troubleshooting

What does this PR do? What is the motivation?

This PR includes the following updates:

• Adds some additional instructions to the Windows section of to make a note that this command must be run as administrator
• Moves Linux and Windows sections into tabs for readability
• converts text based code samples to shell so they can be copied from the page

Note: The formatting looks weird in markdown but it does properly indent the tabs :)
