A bug in earlier versions of Electron has caused performance issues with many Electron apps on macOS Tahoe. This PR updates Electron to a patched version which should resolve the issue for those experiencing it.

Don’t worry. We already have a policy of upgrading all of our dependencies, including Electron, as part of the release process for every Zulip Desktop release. You can see this in our changelog.
