Run CI only on supported Ruby and Rails
- mutex_m, bigdecimal and drb are bundled gems since Ruby 3.4 - concurrent-ruby 1.3.5+ is not compatible with Rails 7.0

This PR updates CI matrices and makes CI run on only supported Ruby and Rails.
