Add CentOS Stream with EPEL Python 3.13

Issue to solve in minimal container:

error: Failed to download gpg key for repo 'epel': Curl error (37): Could not read a file:// file for file:///etc/pki/rpm-gpg/RPM-GPG-KEY-EPEL-$releasever_major [Couldn't open file /etc/pki/rpm-gpg/RPM-GPG-KEY-EPEL-$releasever_major]

Updating the base image fixed the problem but now, installing epel-release installs 57 packages 🤔

It seems it works, and I'm quite happy with how easy it was to implement it. @phracek could you please check it? Are there any preps required on quay.io side? I see the tests run for 3.13 on C10S here, but I don't see them for the new minimal container. Do you know why?

I see both full-size and minimal for 3.12 on C10S so I'd ship the same for 3.13. And I see them created so I'm gonna merge this and see what will happen.
