Add pgrouting 4.0 with postgis3.6, pg18 and osm2pgrouting 3.0

Changes proposed in this pull request:

• Add pgrouting 4.0 with postgis3.6, pg18 and osm2pgrouting 3.0
• Delete pgrouting 3.6 folders
• Delete postgresql 13 folders for its EOL

WIP:

• osm2pgrouting extra build for PostgreSQL 18:
  • Building "tools/osmium" failed on Debian Trixie environment osm2pgrouting#323
  • Currently, I comment out tools/osmium build lines, temporarily (commit: 9fe515a)
