explicit dependencies, add link to fork with newer gym support

• Add link to fork in Compatibility for Gym 0.13.1 #50 rather than update this repo directly since this is an archive repo and updating it could introduce bugs.
• Encode package versions directly into setup.py to make sure users end up with the correct versions
• Add instructions for creating a new conda environment
