Upgrade to Scade Version 16.1

In our weekly meeting we agreed to switch to version R16.1 of Scade Suite.

We plan to switch to the version R16.1 on June 12th. Thus, the existing projects on the openETCS/modeling repository will be updated in the time from June 12th 18:00 to June 15th 18:00 (UTC+2).

Important: Please do not commit to the modeling-repository during the update!.

After the update please use SCADE suite R16.1 only (available at the Esterel website).
