Release Summary
Updated the CSS Referential dataset to the latest rules across multiple runs to improve lint coverage and accuracy.
Fixed the CSS referential scraper with a retry and rate-limiting strategy to gracefully handle 429 responses.
Internal: refreshed CI and tooling dependencies (GitHub Actions, actions/cache, codecov, ci-github-common) and developer utilities (php-cs-fixer, rector, guzzle) to keep the pipeline stable and maintainable.
