This ended up not being needed due to https://github.com/mapbox/mapbox-gl-native/blob/21f97ef111c1118ae79fd148b2ad1690ac9ab708/platform/default/codecvt/codecvt, but
if we ever a UTF8<->UTF16 converter that doesn't depend on the standard library or boost, here's one option. (Incompletely tested though.)
