This PR updates Go version from 1.24.4 to 1.24.9 to pickup updates to the stdlib and also these fixes

• CVE-2025-58186 which affects net/http
• CVE-2025-58187 which afftects net/url

Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
