What this PR does / why we need it:
This changes the test logic to poll, rather than sleep for 3 minutes.
Since the test is needing 7 pods to be evicted, the polling will look for that condition, rather than waiting a full 3 minutes and then checking.
This brought this test down from 362 seconds to 272 second on my local.
I tested that the pass and fail case both still work on my local, and they do.
