Update the macos runner used to build x86, because the one we were using is deprecated.
I also had to do a few unrelated changes to the CI file because it was failing:
actions/checkoutandactions/upload-artifacttouchthecp/parse.cfile, because the linux build was trying to build it withbisonfor some reason.I have not tested the resulting binaries.
