Documents the new BAZELRC environment variable feature that allows users to specify .bazelrc file paths via an environment variable. The environment variable can include multiple comma-separated paths, providing more flexibility for configuring Bazel's RC file locations. This feature was introduced in upstream commit f5b64ae and is now available in recent Bazel versions. Applied to all documentation versions (HEAD, 6.5.0-8.4.2).
