Description of changes:
Creating this PR as an addition to the core repo, for an optional add-on that adds a CSV-based metering method for sellers who require a simpler, manual method for inserting metering records into DynamoDB. This method is an alternative to editing JSON and creating DynamoDB table items.
This solution deploys a S3 bucket, Lambda execution role and Lambda function that allows a sales operations user to login to S3 console and upload CSVs containing metering records for specific customer identifiers.
