Streamlines some arguments in #2863 for an alternative decomposition of the hierarchy.
Fixes the 'follow-up' issue in #2871 .
UPDATED: need to refactor this design to take
RawXbundles, rather than individual operations, and to bundle together proofs of the homomorphic properties, so that there is less pain in building up iterated/nested applications of the constructions here.Will park this for the time being, and return to it once I re-open #2863 .
