Publish Ubuntu 24.04 runner images

Support for Ubuntu 24.04 was added in actions/actions-runner-controller#3598
The docker images were not published though, because the Github Action doesn't support Ubuntu 24.04 yet.
This PR adds Ubuntu 24.04 support for the publish action.

Will it be merged anytime soon?
We still experience this inconvenience in Aviz since we can't generate screenshot tests in Coder due to ubuntu version mismatch :(

Would any of you be able to check this out? We've finally got the original PR to enable Ubuntu 24.04 runners in after a year in review .. we're so close!

@nikola-jokic Thanks for approving the PR!
Unfortunately the merge was blocked because my commit was not signed.
I had to recreate the commit with gpg signing and force pushed it.
Auto-merge was disabled due to this but you should be able to merge it now.

Now we need to get this triggered https://github.com/actions-runner-controller/releases/actions/workflows/release-runners.yaml to actually publish the images.
Who can do that? @nikola-jokic ?

Hopefully it looks like the next update to runner/VERSION will trigger a run
