In the HTML rendered version of the spec, this section is already generated at the top, before the start of the spec. Ideally we don't want to duplicate this in the source, and it'd be better to not duplicate it in the HTML rendered version either.
But I'd be fine with this as a stopgap to allow publishing the 2025 edition without a ton of custom fixes.
