Add Telugu language documentation (README_te.md)

This PR adds Telugu language translation of the main README file to make the project more accessible to Telugu-speaking developers and learners.

Changes:

• Added README_te.md with complete Telugu translation
• Includes all main sections: Getting Started, Community Channels, Algorithm List
• Added language translation section with links to both English and Telugu versions
