Add Automated Inactive User Cleanup Scheduled Job

PR Description:

This pull request adds the Scheduled Job script for automated cleanup of inactive users, including removal of group memberships, direct role revocations, and reassignment of active tasks.
It also sends a summary email notification to configured recipients.
