The script runs on form submission.
It checks:
If the email matches a valid format.
If the phone number contains exactly 10 digits and no letters or symbols.
If validation fails, an error message is shown, and submission stops.

However, you don't need to write script for implementing regex for catalog variable.

This is configurable using https://www.servicenow.com/docs/bundle/zurich-servicenow-platform/page/product/service-catalog-management/task/define-regex-vrble.html.
