Delete Obsolete SNC access controls

PR Description:

This script will delete the SNC Access Controls records which have passed the end date and are no longer required.
This will delete the Obsolete date.

Deleting records is generally not a recommended practice, though it may vary based on a company’s policies.
There are several OOTB features available to handle such scenarios such as Data Management Jobs ,Archive Rules etc..

SNC Users can't login if end date has reached.

For Hacktoberfest, we’re aiming for high-quality contributions providing real-world developer usecases. Low-effort pull requests will be marked accordingly.
