It was created at their request, but since it's not a "traditional" or "released" game, I think the best option is a custom build.

If it's currently in a alpha state and the only way to see the rules is via the google drive link you provided, then we would need to see a post in a public forum such as reddit or in a community discord to ensure this fulfills the "publically available" requirement.

If it's not in a state that is ready for public testing, then I would encourage FantasyBound to reach out to licensing@roll20.net. They can have a Partner Relations rep help set this up as a hidden sheet with limited access in that case.
