This change makes the logic w.r.t mounting the host toolkit into a nested runner more explicit and adds a flag to indicate whether the runner needs GPU access. Signed-off-by: Evan Lezar <elezar@nvidia.com>

The current tests assume and x86_64 platform. These changes allow the container-toolkit tests to also be run on arm systems.
(these changes were originally part of #1313 but have been moved here to allow that PR to focus on adding containerd testing).
