What is the current behavior (link to any open issues here)?

Currently, users can't use spec.config.parameters to change any settings that start with ssl_. This is because we don't want users to be able to turn off TLS.

Users can now set ssl_groups and ssl_ecdh_curve via spec.config.parameters.
