iOS Browser Gutenberg editor bug

Description

When changing paragraphs, the scroll position shifts. Switching to the desktop version fixes it to some extent, but the toolbar does not float, so I cannot use the toolbar.

Step-by-step reproduction instructions

1. Go to the WordPress editor in mobile browser.
   2. Type in a paragraph or press Enter when the paragraph is empty.
   3. There is a bug where the scroll position constantly shifts. If you keep changing paragraphs, you have to manually scroll to find the paragraph again.
   4. Switch to desktop mode. This fixes it, but the toolbar is not fixed, so you have to scroll to the top every time you want to use the toolbar.
