Missing 404 page

We currently have no 404 page for the docs site - let's make a useful one.

It looks like docusaurus does emit a 404.html page, and when testing locally, it returns a page that looks like this:

I'm wondering whether it has something to do with the Cloudflare pages configuration? Locally, when running with npx wrangler pages dev build/, it returns the same page pictured above but I've seen comments about adding not_found_handling = "404-page" to the [assets] key in wrangler.toml (relevant docs: https://developers.cloudflare.com/workers/static-assets/#routing-behavior).

Perhaps its worth a try?

Now can you please the 404 page a bit more useful than the default one?
