Allow to modify but not commit

Coming from evcc-io/evcc#4369 it would be nice if it was possible to modify the file, but not commit it. Use case: it's a template file that must be pushed to a different repo (in another step).

Is this supported?

Looking at https://github.com/pocket-apps/action-update-version/blob/master/src/main.ts I would suggest to switch order:

• update version first
• then check for token/email
• abort if token/email are empty
