[oneMKL] Rename oneMKL Interface project (#596)

- Move source/elements/oneMKL to source/elements/oneMath
- Rename files using "mkl" or "onemkl" to "onemath"
- Rename occurrences of "oneMKL" and "onemkl" to "oneMath" and "onemath"
  respectively
