minor #15023 Remove comment about PR draft status (Nyholm)

This PR was submitted for the 5.x branch but it was merged into the 4.4 branch instead.

Remove comment about PR draft status

We should not encourage adding draft PRs. We do however encourage to submit a PR that are in WIP. (Ie just added code, not tests)
