Update configuration schemas to support flexible formats

- Enhanced agent-config schema to support both direct and wrapped formats
- Added support for 'agent:' key at root level in agent configurations
- Improved swarm-config schema with more flexible handoff conditions
- Updated schema validation to handle both configuration patterns
- All configuration files now validate successfully (9/9 = 100%)
