Revert "Add workflows to build and promote overcloud host images (#509)"

This reverts commit f2f389f.

This change was originally developed on xena however by the time it was
in a state to merge into main there was no use for it outside yoga.
The changes have been merged up to stackhpc/yoga where
development will continue.
