Difference between production and local environments

I have permission use-package
have role 'admin' with web guard_name
the permission is assigned to the role
my user has role admin
so, the user has the permission through the role

there is difference of working $user->can('use-package') between local and production environments:

production:
use-package permission with guard_name web -- authorize user for both guards web + api
use-package permission with guard_name api -- authorize for only guard api

local:
use-package permission with guard_name web -- don't authorize both web nor api
use-package permission with guard_name api -- authorize user for both guards web + api

I just trying to don't duplicate the permission per guard and going to use only one for both guards

This package makes no distinction between environments.
