Update idna to 3.0

This PR updates idna from 2.8 to 3.0.

- Throws a more specific exception if "xn--" is provided as a label.
- This is expected to be the last version that supports Python 2.

- Future-proofing: Test on Python 3.7 and 3.8, don't immediately
