[idna] Update to Unicode 10.0.0

* Update `IdnaMappingTable.txt` to Unicode 10.0.0.
* Fix `make_uts46_mapping_table.py` and update auto-generated `uts46_mapping_table.rs`.
* Bump `idna` version to `0.1.4`.
