Apply suggestions from @Amanieu

- Use `RawIterRange` instead of `SplitBuckets` as the correct way to
  handle items in a raw table. The latter has been removed.
- Use `RawTable::into_alloc` to correctly handle dropping items and
  deallocation of a raw table in the `IntoParIter` consuming iterator.
