Deleting #[cfg(not(feature = "nightly"))] attributes

Deleting two version of offset_from<T> function (for #[cfg(feature = "nightly")] and #[cfg(not(feature = "nightly"))]) because ptr::offset_from stable since rust 1.47.0.
