Update issue templates

As the commit messages say, this PR replaces the "Feature request" issue template with a link to the "Discussions" tab and the "Bug report" issue template with an issue form (see https://docs.github.com/en/communities/using-templates-to-encourage-useful-issues-and-pull-requests/configuring-issue-templates-for-your-repository#creating-issue-forms)
