(PUP-11376) Updates RuboCop

This commit updates the RuboCop gem from the old 0.49.1 version from
2017 in the Gemfile to ~> 1.0, which currently resolves to 1.47.0,
and the related rubocop-i18n gem to ~> 3.0.

Additionally, this removes all of the cops from .rubocop.yml and
generates a new .rubocop_todo.yml with new cops.
