Clean up TSC groups

For some reason we had two groups: "pqcp-tsc" and "pqcp-tsc-maintainers"
with the former having no permissions other than read.
This commits consolidates that by eliminating pqcp-tsc-maintainers, changing
the permissions of pqcp-tsc, and  changing the list of members of pqcp-tsc to
the current list of TSC voting members.
