OQS CI: Fix slowness of valgrind tests (constant-time and memory leak)

This fixes the OQS CI slowness (it used to take 2.5 hours in CI)
 by rebasing on top of the OQS main branch.
The problems have been fixed in
open-quantum-safe/liboqs#2285
