Use llvm-libunwind="in-tree" for Fuchsia targets

With updates to Fuchsia CI's Zircon libraries rust-lang#99833, we can introduce `llvm-libunwind="in-tree"` for Fuchsia targets. This PR restores functionality removed from rust-lang#93604 (comment).
