Have trains favor longer routes

In order to buff trains/factories, we should have trains favor longer paths. This will encourage players to build long routes through multiple players.

We should add a config variable that determines how much trains favor long routes so we can tune it.

@VariableVince , I haven’t found a solution that works for me, so I’m putting this task on hold and closing the pull request. Someone else might pick it up, and if I come up with a better idea later and the issue is still relevant, I’ll return to it. For now, you can unassign me and mark this ticket as available for others to implement.
