re-enable mpifort FCFLAGS_PREFIX

At some point in the distant past (likely when we moved from mpif77 and
mpif90 wrappers to mpifort), the mpifort data file lost the
compiler_flags_prefix option, meaning that customers could not use
the --with-wrapper-fcflags-prefix configure option.
