Document how to become a web admin

It would be good to document how someone can become a web admin, since right now there’s no clear path for reaching that role, The same people won’t always be around, and at some point someone of web admin team may take a break or leave the team. Having this documented would help new contributors who are already involved in other teams understand how they can move into that role.
