refactor(tbk): update CLI tool commands and remove deprecated files

- Changed the `tbk` command in `package.json` to use `@tbk/cli` instead of a local script.
- Removed obsolete files related to the CLI tool, including command actions for plugins, modules, middleware, and seeders.
- Added `@tbk/cli` as a dependency in `package.json` to streamline CLI functionality.
