[Bug]: in export and extract interface, DB dropdown should be right after server #20460

issue with extract and export interface - the DB dropdown should immediately follow the server selection. changing it updates the output file name, which is currently ahead of it in the UI.
Steps to Reproduce
- enter data-tier application at extract or export interface
- select DB, which will automatically update the output file
