Improve the create pull request tool's descriptoin to hint about pull request templates

When using the create_pull_request tool, we should hint to the LLM that it should check if the repository contains pull-request templates as described here https://learn.microsoft.com/en-us/azure/devops/repos/git/pull-request-templates?view=azure-devops#default-pull-request-templates

I think adding this to the tool's description could work
