Description of the new feature / enhancement

In the experimental feature "Move newly created windows to the current active monitor" found in FancyZones it would be nice to exclude applications on an individual basis. For example, the feature causes tool windows in Visual Studio 2022 to relocate to the active monitor, when the desired behavior would be to let VS place those windows, both at startup and when debugging is started.

Scenario when this would be used?

3-monitor side by side use of Visual Studio 2022, I have several tool windows (Watch, Locals, Output, etc) configured to appear on the right side monitor. Normal behavior is for VS 2022 to place those windows where they last appeared when VS was closed.

Supporting information

An app exclusion list in the Fancy Zones "move to current monitor" feature could prevent it from relocating those windows.
