Index actions should always be visible

On a resource index table, if the table has several columns, the action icons are hidden and only available scrolling. This is a UX issue, action buttons should always be visible.

Would be awesome to have the actions always visible using "fixed" positions. This approach is used in https://github.com/open-admin-org/open-admin
